Leveling the Playing Field: Disclosure by Assessors
Legal Panel Discussion
Procedural fairness and natural justice suggest taxpayers should have access to all the information used by assessors to assess a property and to defend this assessment on appeal. What do taxpayers typically receive from assessors in various jurisdictions and is this disclosure adequate. Legislators, boards, courts, and privacy commissioners have all recently weighed in on this issue. How could greater access to assessment information impact assessment reviews and appeals and do recent decisions and legislation suggest greater access or entrenchment of historic practices.

Assessment Appeals & The Pandemic
Legal Panel Discussion
The pandemic has impacted property assessment and assessment appeal proceedings from both a procedural and substantive perspective. The magnitude of these changes will be discussed along with consideration of whether they appear to be transitory or conversely permanent structural changes. Are virtual proceedings here to stay, how does the existing legislative framework accommodate an unprecedented event. Do we have to adapt to a new normal and if so, what will appeals look like?
