Additional Measures

The Budget sets out areas of support that the Federal Government intends to extend to specific sectors. Charities and non-profit organizations engaged in these sectors or activities should take note of these measures, as government funding opportunities may be available.

  • Additional Support for the Arts. The Budget notes that the Endowment Incentive component of the Canada Cultural Investment Fund provides matching grants for private sector donations to arts organizations. The Budget specifically mentions the National Ballet of Canada, the Orchestre symphonique de Montréal, the Banff Centre and the Stratford Festival. The Budget states that starting in 2013, the amount of funding an arts organization can benefit from, over the life of the program, will increase from a maximum of $10 million to $15 million.
  • Support for Affordable Housing. The Budget notes that the Federal Government proposes to provide $253 million per year over five years to renew the Investment in Affordable Housing to 2018–19. Under the Investment in Affordable Housing bilateral agreements, provinces and territories match federal investments and design and deliver programs that improve access to housing. Charities, non-profits and social housing corporations should be aware of this initiative and the potential for increased government support.
  • Support for Commercialization of Research through Universities and Non-Profits. The Budget notes that the Federal Government proposes to provide $20 million over three years for a new pilot program to be delivered through The National Research Council’s Industrial Research Assistance Program. The pilot program is intended to enable small and medium-sized enterprises to commercialize their products or services more quickly and effectively by providing them with credit notes to help pay for research, technology and business development services at universities, colleges and other non-profit research institutions of their choice. Universities and other non-profit research facilities should be aware of this opportunity for indirect support. The Budget indicates that additional information on this program will be forthcoming.
