Bob Hrycan speaks on the issue with the consitutionality of provincial legislation in effect today, which permits unauthorized interceptions of inmates to be recorded. As defence counsel, Mr. Hrycan described the various aspects of the legislation which rendered it unconstitutional and which resulted in broken promises to inmates regarding their rights.
