Gerald Chipeur, QC, testifies that Bill S-224 is consistent with the constitution

On February 15, 2017, Gerald Chipeur, QC, a partner in the Calgary office of Miller Thomson LLP, appeared before the Senate Standing Committee on Banking, Trade and Commerce on the subject of Bill S-224, an Act respecting payments made under construction contracts. Bill S-224 is intended to require prompt payment of contractors and subcontractors involved in the construction of federally-owned infrastructure. Mr. Chipeur testified that Bill S-224 is consistent with the Constitution.
